No, this is perfectly normal and not a sign of a defect. The watch requires an initial supply of energy to start its mechanism.
When new or after being stationary for a while, the mainspring is fully unwound. To get it started, gently swirl the watch in a circular motion for about 30 seconds or manually wind it by turning the crown as per the instructions. This will give the movement the necessary power to begin ticking.
